Sir,

I have the honour, by direction of the Governor, to transmit for your information and guidance a copy of Despatch No. 50 of the 9th July 1881, from the Earl of Kimberley, Her Majesty's Principal Secretary of State for the Colonies, on the subject of education, and I am to instruct you to communicate with Mr Falconer, the Acting Headmaster of the Central School, acquainting him that you are to occupy in future the same position as Head of the Education Department as Inspector of Schools.
